IX. EUROSAI-OLACEFS Joint Conference Held Online Successfully

IX. EUROSAI-OLACEFS Joint Conference, which was decided to be held online for the year due to the pandemic, was successfully held on September 9-11, 2020 with the theme of “The COVID 19 pandemic: a unique opportunity for Supreme Audit Institutions to highlight the impact of their work”. The Joint Conference, hosted by the Hungarian Court of Accounts in e-environment, was attended by approximately 200 representatives from the SAIs of 56 countries, which are members of EUROSAI (European Organisation of Supreme Audit Institutions) and OLACEFS (Organization of Latin American and Caribbean Supreme Audit Institutions) as well as invited guest experts.

Mr. Seyit Ahmet BAŞ, President of EUROSAI and the Turkish Court of Accounts (TCA), made a speech at the opening ceremony of the Joint Conference and a presentation within the scope of the Panel themed “Media and Technology – where SAIs, digitalization and 3rd parties meet” held on the second day of the Conference.

During the first day’s Plenary Session, presentations were delivered by the President of SAI of Chile on “OLACEFS Region's perspective and measures on the COVID-19 global pandemic” and by the representative of SAI of UK on “Activities of the EUROSAI Auditing the COVID-19 Global Pandemic Project Group”. Furthermore, the Hungarian expert guests invited to the Joint Conference by the SAI of Hungary shared their ideas on the areas of "Increasing the impact and efficiency of public sector" and " Change management in the time of COVID-19".

During the 2nd day of the Joint Conference, panel discussions were held at presidential level in general on the themes of “Enhancing Measurement Methodologies”, “Public prosecution/Anticorruption – Means of prevention and tackling”, “The Role of Supreme Audit Institutions in the implementation of the 2030 Agenda” and “Media and Technology – where SAIs, digitalization and 3rd parties meet”. President BAŞ shared in his presentation how IT tools and digitalization have been used effectively especially during the COVID-19 pandemic to increase the effect of auditing and highlighted the works carried out by the TCA on this issue.

On the second and third days of the Conference, parallel workshops were held in different areas, and workshop results and outputs of the discussions were shared with all participants in a plenary session by the moderators. The eight workshops were organized on the following themes: “Advisory role 1 – Parliament, Congress”, “Advisory role 2 – Auditees, citizens, other parties”, “Indicators, measurement tools”, “Integrity/Anticorruption”, “Public prosecution - Relations with public prosecutor’s offices, prevention and tackling of corruption”, “Reactive & rapid audit reporting, good practices, digital reporting”, “Social utilization” and “Transparency, Digital tools impact”.

The Joint Conference, accompanied by a social program consisting of virtual trips where natural beauties of Hungary can be seen, ended with the closing ceremony.
